Bishop Dwight Earl Williams has been in public ministry for over 40 years. He serves as the Pastor/President of New Genesis Outreach Ministries of Stockton Incorporated, a powerful nondenominational Christian Fellowship Church Organization. New Genesis Outreach Ministries of Stockton Incorporated was established in March of 2016. It is a growing church committed to outreach and engagement to the Greater Stockton Community and around the world through it's social media platforms and video and audio services. Dr. Williams has been named and HONORED with the title of " The Bishop of New Genesis " in 2021 by his local church fellowship for outstanding community servant leadership. Bishop Williams was also HONORED on his 40 years of public ministry by the Trinity Cornerstone Christian Fellowship of Churches and Ministries International with the Distinction and Title of Auxiliary Bishop-Elect for his faithful and consistent dedication of community pastoral leadership. In January 2024 Bishop Williams was HONORED to be the Recipient of the Religious Freedom Day Proclamation by The San Joaquin County Board of Supervisors for outstanding community service.

Bishop Dwight Earl Williams serves as Founder, President/CEO of New Genesis Housing Development. New Genesis Housing Development is a 501 C3 Nonprofit Housing and Community Development Organization. New Genesis Housing Development was established in June 2009 right in the middle of Housing crisis that caused much dislocation to many in our neighborhoods and communities. New Genesis Housing Development works hard to advocate for and to increase housing opportunities for all individuals and families. We emphasize lower to moderate incomes for individuals and families because of the lack of housing stock especially affordable housing in California. New Genesis Housing Development also has many programs and services in the area of community development. The New Genesis Opportunities Initiative is the CENTRAL HUB for all things community development, and among one of the organization, s programs is the Healthy Neighborhoods, Healthy Communities project. Bishop Dwight Earl Williams brings over 40 years of direct ministry and pastoral experience. Bishop Williams preached his First Sermon at the age of 15 years old. He was ordained in the Gospel Ministry at the age of 19 years old in the Baptist denomination. He attended secular as well as religious institutions of learning. Bishop Williams attended San Joaquin Delta College wear he majored in Communications. Bishop Williams attended The Jeremiah King School of Theology which had credits through American Baptist Seminary. Bishop Williams also attended Liberty Bible Institute which is part of Liberty University. Bishop Williams received his Associate of Biblical Studies from Sacramento Theological Seminary and Bible College as well as his Bachelor of Theology from the same institution. Bishop Williams has received three Honorary Doctorate degrees. Bishop Williams has received a Honorary Doctorate of Divinity degree from the Sacramento Theological Seminary and Bible College and a Honorary Doctorate of Humane Letters degree from the Christian University of Southern Indiana. Bishop Williams also received in July 2024 a Honorary Doctorate of Divinity degree from The Christian University of Southern Indiana.

Bishop Dwight Earl Williams has been a community change agent for decades. Bishop Williams is a life long resident of the City of Stockton and has has heald many positions of leadership on the local, state, regional and national levels. Among some of his servant leadership experience present and past includes Vice President of the Greater Stockton Chamber of Commerce, Past President of the Board of Directors of UCP of San Joaquin, Calaveras and Amador Counties, Chaplain with the City of Stockton Police Department, Planning Commissioner for the City of Stockton, California, Former Member of the Board of Directors of the California Republican Party, Member of the Board of Directors of the American Baptist Churches USA. Bishop Williams currently serves as Immediate Past Chairperson of the San Joaquin County Children Services Coordinating Commission, Chairman of the Commission on Aging of San Joaquin County, Chairman of the Republican Party of San Joaquin County, Former First Vice President of the CA GOP County Chairmen Association, Area Chairman of the San Joaquin - Mother Lode Area for the CA GOP County Chairmen Association, Vice President of the San Joaquin Congress of Republicans , Vice President of the Ministerial Alliance of the San Joaquin Valley and President of the California Senior Alliance as well as a member of the City of Stockton Civil Service Commission. Bishop Dwight Earl Williams is married to his lovely wife Phyllis Williams. They have been together for over 36 years. Bishop and Mrs. Dwight Williams have two grown children and two pet dogs. Bishop Williams believes that the family is the bedrock of society. The Williams Family without a doubt is The bedrock for The Man Bishop Dwight Earl Williams. Phyllis Yevonne Williams is a Marriage and Family Therapist. She has a Bachelors degree from the University of California - Stanislaus and a Masters degree from the University of Phoenix. Lady Phyllis Williams works closely with her husband Bishop Williams in the overall work of the church, the non-profit organization and other cultural and community affairs. Lady Williams works as the General Supervisor of the New Genesis Youth Ministry as well as leader in the Usher ministry as well as Secretary of the Board of Directors of New Genesis Housing Development Corporation. Lady Williams also is a community public servant active in several community groups and organizations dedicated to strengthening children and families to help them reach their full potential.
